Mr. Foong graduated with a Honours Degree in Building Economics & Quantity Surveying from the United Kingdom in 1982. He is a registered Member of the Royal Institute of Chartered Surveyors Malaysia and a Chartered Quantity Surveyor registered as a Member of the Royal Institution of Chartered Surveyors (RICS), United Kingdom.

Among others, he had overseen the development and construction of the 28-storey Office Tower for Dewan Bahasa danPustaka in Kuala Lumpur and a Fishing Port in BatuMaung, Penang.
